Here we offer information about HCADA for our consumers, employees, and our communities.  This site is very much a living document and we hope to continually implement new ways to make the site useful to our consumers, their loved ones, and our employees.

Hannibal Council on Alcohol and Drug Abuse is organized to aid in the treatment and prevention of Substance Abuse.  Additionally, we provide assistance to people affected or potentially affected by the use of Alcohol and or other drugs, through Education, Counseling and Community Support.

Hannibal Council on Alcohol and Drug Abuse, Inc. believes that prolonged substance abuse or chemical dependency leads to physical and psychological deterioration.  In addition, prolonged substance abuse leads to deterioration of family relationships, employment, and frequently brings the abuser into contact with the criminal justice system.  Substance abuse creates considerable cost to society in terms of the abuser’s loss of personal income; costs incurred with the criminal justice system contact; and cost involved with the treatment and rehabilitation of the abuser and/or the abuser’s family members.

Hannibal Council on Alcohol and Drug Abuse, Inc., it’s Board of Directors, general membership and employees are dedicated to providing quality, affordable, and accessible treatment services to the substance abuser and the abuser’s family members.  We seek to continually improve services by seeking new opportunities, refining our existing delivery systems and creatively and efficiently expanding services whenever possible.

Hannibal Council on Alcohol and Drug Abuse believes that substance abuse and chemical dependency are two separate and distinct problems.  While it is undeniable that all chemically dependant persons abuse a mood altering chemical, it is not necessarily true that all substance abusers become clinically dependent.  However, the two may present very similar symptoms particularly in the early phases of addiction.  The major distinction between abuse and dependence is loss of control on the part of the person using the chemical.

Hannibal Council believes that repeated intoxications inevitably lead to problems in at least one of the following areas:  social, legal, familial, physical or economic.  Paradoxically, the use of most mood altering chemicals also develops as a coping mechanism for pre-existing problems in one of the same areas.

Hannibal Council further believes that anyone that uses mood altering chemicals, no matter what the reason, runs the risk of becoming chemically dependent.  Chemical dependency (addictions) is an illness that has the potential to destroy every aspect of a person’s life if untreated.  However, there are proven effective treatments for both substance abuse and chemical dependency, and these should be available to all who are affected.

Therefore, the goals of Hannibal Council on Alcohol and Drug Abuse are as follows: 

  1. Reduce the incidence and prevalence of substance abuse and chemical dependency.
  2. Maintain and enhance the intellectual, interpersonal and functional skills of those individuals affected by substance abuse or chemical dependency through the use of modern treatment and rehabilitation programs provided in the least restrictive environment possible.
  3. Improve public understanding of, and attitudes toward, substance abuse and chemical dependency within this region.

To achieve these goals HCADA will provide services in the following Settings:

Outpatient – To be offered both as a primary treatment service for substance abusers and chemically dependent persons in the early stages of addiction, and as an after-care service for those consumers that have completed a primary treatment program in order to strengthen and maintain the gains made.

Inpatient – To be provided to those consumers that are in the middle to late stages of addiction as evidenced by an inability to effectively interrupt the use pattern of the mood altering chemicals. 

Detoxification (Social Setting) – To be provided to those consumers that are actively using mind altering chemicals and need monitoring while the chemical leaves their system.  The consumer needs to be medically stable before entering this program.
